
On the afternoon of 30 April, Nanchang Greenland International Expo Center convened a pre-May Day safety meeting to convey and study General Secretary Xi Jinping’s important instructions regarding the restaurant fire in Baita District, Liaoyang, Liaoning Province, and to review and arrange the company’s safety work for the holiday. The meeting was chaired and addressed by Xiao Jiahu, General Manager of Nanchang Greenland International Expo Center.
The meeting stressed that four concurrent exhibitions will be held in the center during the May Day holiday, bringing in a large influx of exhibitors and visitors and creating crowded conditions that make safety prevention especially challenging. Every level of the company must stay alert to security and stability, fully shoulder their responsibilities, zero in on key areas and weak links, conduct thorough risk and hazard screening, and resolutely hold the safety bottom line.
The meeting emphasized that the painful lessons of recent accidents must be thoroughly absorbed. With the sobering awareness that “a single lapse can undo everything,” safe production must be treated as the overriding priority of the moment, and the concept of safety-first development must permeate every stage of all our work.Risk assessment must be made stricter still. The Safety Supervision Office is to strengthen oversight and guidance across the board, employing timely notices, inspections and public bulletins to press every responsible party to shoulder their duties.Inspections of critical locations must be more meticulous. We must launch a comprehensive campaign to identify and remedy hidden hazards in all firefighting installations and equipment, in every instance of open flame or electrical use throughout the complex, in monitoring systems, fire lanes, emergency lighting, extinguishers and every other piece of fire-safety gear. Gaps must be closed and lessons drawn from each case to ensure that corrective measures are precise and fully implemented.Emergency preparations must be handled with the utmost care. Leading officials must stay on site for a 24-hour shift system, supported by dedicated duty personnel, sufficient in both number and competence, together with strengthened patrol teams on the exhibition floors. Discipline in duty and patrolling will be strictly enforced to guarantee the efficient operation of the emergency command system. Emergency information must be escalated promptly, rescue resources of every kind integrated in advance, and all response forces positioned so that any incident can be handled scientifically and effectively from the very first moment.
